SOG made these pouches for thier popular Para Tools.
Looks like the CAF took the tools but didn’t need the pouches.
They are made of tough nylon and Velcro to close.
Not MOLLE backed but they are able to mount Vertically or horizontally.
Belt or Suspenders gear bag strap or any thing else you figure
a little small for pistol mags but great for pocket knives Multi tools and a variety of other items.
